第一届国际危机响应与管理信息系统中国研讨会( ISCRAM- CHINA 2006)将于2006年9月在黑龙江省哈尔滨市召开.此会宗旨定位于,在危机响应与管理信息系统及相关研究领域,探讨该领域的发展趋势和面临的挑战,为广大研究人员,学者、教师,学生,实践与政策制定者提供充分的交流与学习机会.
会议的学会组织为欧洲的危机事件响应与管理信息系统学会(Information Systems for Crisis Response and Management (ISCRAM) Community),是欧洲目前在危机事件管理方面颇有历史和造诣的学会组织,详细信息请见大会由哈尔滨工程大学承办.
一、会议主题主要包括:
1,企业危机管理;
2,城市发展中的公共安全与危机管理;
3,灾难管理的地理信息系统;
4,其他行业危机管理;
5,事故管理.

1.论文征集
第一届国际危机响应与管理信息系统中国研讨会( ISCRAM- CHINA 2006)将于2006年9月2日9月3日在黑龙江省哈尔滨市召开.此会宗旨定位于,在危机响应与管理信息系统及相关研究领域,探讨该领域的发展趋势和面临的挑战,为广大研究人员,学者、教师,学生,实践与政策制定者提供充分的交流与学习机会.
拟征集的论文内容应该涉及危机响应与管理信息系统的设计,开发,配置,运行或者评价的任何一方面.作者最好聚焦于如何为危机管理与响应用户提供工具,功能并且或者交互界面等方面的研究.另外,鉴于突发事件管理与准备的生存周期包括:规划,训练、缓和、检测,警惕,响应、恢复与评估,在以上任何一阶段做出贡献的研究和实践也将是本会的邀请对象.
一、征文主题
1,企业危机管理:危机管理的一般探讨,危机的诱因,危机的检测与预测,危机响应与危机发生后的恢复;
2,城市发展中的公共安全与危机管理:应对危机的风险,能力、响应、沟通,体制,社会等方面的评估,维护公共安全的策略办法; 3,灾难管理的地理信息系统;
二、投稿要求文章撰写使用的语言、中英文均可以.被录用的论文的最终版要在4-6页之内.论文及摘要的相关格式及提交注意事项请见以下网址 或者所有被录用的中英文论文将以论文集方式正式出版.

摘要:这份说明给出了国际危机响应与管理信息系统中国研讨会论文投稿的基本要求.向会议提交的中文论文不得超过6页,不得少于4页,且必须应用此格式,您可以到会议的网站上下载或者摘要不得超过200字,关键词请按字母顺序排列,用分号隔开.

1 引言请将您的论文用纸设置为210mm 297mm的A4纸、全篇论文请在段落选项中将行距设置为单倍行距、每段首行缩进2字符.一级标题要上下各空一行、二级标题只需上空一行.所有的图形,表格和公式都必须包括在您的论文中、请不要链接到外部的文件.
2.1 格式
在页面设置的页边距选项中:上,下,左,右页边距都为25.4mm,距边界中页眉、页脚设置均为12.7mm.文档网格选无网格.正文采用一栏格式.
2.2 字号大小和字体样式请按照以下要求的字体和字号大小进行排版,全篇论文选用宋体字体,正文部分选用10号字.
论文题目字体选宋体加粗,字号为14号;作者姓名选12号字,作者之间用逗号隔开、需作者序号时请用数字以上角标形式标注在右上角;作者单位选10号字,单位前面加序号,后面请写国家,电子信箱;一级标题和二级标题中字体选宋体加粗,一级标题选12号字,二级标题选10号字,三级标题选宋体斜体10号字.
2.3 公式公式排版请用公式编辑器编排,公式需要用圆括号加数字进行连续编号,并使编号与每栏的右边线对齐注意公式中的符号要事先定义或紧接在公式下给出定义.
3.1表格和图图和表格的文字请用9号字,图题和表题请加粗.表格和图的标题,使用中英文对照方式,中文在上,英文在下,且居中排列.
表题与上面文字之间空一行、表题置于表格下方. 请尽量采用Word中的绘图工具绘图,如果有些图无法用Word中的绘图工具绘制,请不要将图题放在您绘制的图中、必须用Word单独排版.为了保证您论文中图的清晰度,请不要用颜色和灰度图来区分图中的不同含义. 图题应放在图的下方、图题与下面文字之间空一行.

3.2 参考文献引用的参考文献应用连续的数字在方括号中标出、参考文献在文中用上角标标注,该句的标点符号跟在方括号之后.参考文献的顺序应按在文中出现的顺序排列.
作者人数超过3人的,您可以用只列出前三名作者的名字,后面加等.
请使用以下给出的格式.
3.3 其他一级标题前请用数字进行标号,引言和参考文献的字体和字号等同于一级标题,引言需要标上标号,参考文献不需标号并居中、一、二、三级标题应顶格.
4 结论最后,您应该对您的语言负责,因为审稿专家和编辑们不会再对文章中的语言作核对和改动.

You can use this document asatemplate and copypaste your paper content here (this might be the best or easiest way). Please be sure to adhere to the formatting requirements as this will ultimately be your camera-ready version, andaPDF format will be generated directly from your submitted final Word version. You can saveacopy of this and delete what you are not going to use in the way of text and titles. The other option is to template file (.dot) and it will becomeastyle you can use for any word document. In that case you would remove all the text so it can be applied to an existing document.
Please note several limitations on length: (1) your abstract should be no more than 150 words, as the abstract will also be used for the workshop program, (2) your entire paper should be no more than 5,000 words (full papers), including all materials and sections such as figures, tables, and references.

accepted papers and the panel statements of the workshop are published in the Proceedings. We wish to give the high-quality appearance. We therefore ask that authors follow some basic guidelines. In essence, you should format your paper exactly like this document. The easiest way to use this template is to download it from the ISCRAM webpage and replace the content with your own material. The template file contains specially formatted styles (e.g, Normal, Heading, Bullet, Table Text, References, Title, Author, Affiliation) that will reduce the work in formatting your final submission.
PAGE SIZEPlease adhere to the letter paper size only (hopefully Word or other word processors can help you with it). If you cannot do so, please contact the program chair for assistance. All final publications will be formatted and displayed in letter paper size. We are using left, right, top, and bottom margins of one inch. In addition, everything is left justified so it is easier to be read onascreen and text should be single spaced so that it is also easier to review onascreen. Beware, especially when using this template onaMacintosh, Word may change these dimensions in unexpected ways.
TYPESET TEXTPrepare your submissions onaword processor or typesetter. Please note that page layout may change slightly depending upon the printer you have specified.
Title and AuthorsYour papers title should be in Arial 18-point bold. Authors names should be in Times New Roman 12-point bold, and affiliations in Times New Roman 12-pointTo position names and addresses, useatable with invisible borders, as in this document. Alternatively, if only one address is needed, useacentered tab stop to center all names and the address text; for two addresses, use two centered tab stops, and so on. If the single row cannot hold all authors information (for example,apaper has4or more authors), you can have another row under the first row.
Abstract and KeywordsEvery submission should begin with an abstract of no more than 150 words, followed byaset of keywords. The abstract should beaconcise statement of the problem, approach, and conclusions of the work described. It should clearly state the papers contribution to the field.
Normal or Body TextPlease usea10-point Times New Roman font or, if it is unavailable, another proportional font with serifs, as close as possible in appearance to Times New Roman 10-point. OnaMacintosh, use the font named Times and not Times New Roman. Please use sans-serif or fonts only for special purposes, such as headings or source code text. Two blank spaces between sentences is preferred (but not enforced) for reading ease.
and CitationsIf you use EndNote, select Information Systems Journal style. In the text, cite by authors last names followed by the year of publication - list all authors last names for the first time, then use et al. for subsequent citations if there are more than two authors. If multiple articles are cited at the same time, order them alphabetically by the first authors last name and separate the citations by semicolons. If the same author(s) hashave more than one articles being cited, use chronicle order and separate the year of publication of the articles by commas. For example: (Agarwal and Benbasat, Carey, Davis, Galletta and StrongLater in the paper, you may cite some of them again, along with others, as follows: (Agarwal and Supnick and et alSee examples on the references corresponding to these citations at the end of this document. Within this template file, use the References style for the text of your citations.
Your references should comprise only published materials accessible to the public. Proprietary information may not be cited.
SECTIONSThe heading ofasection should be in Arial 9-point bold, all in capitals (Heading1Style in this template file). Sections should not be numbered.

(Note: for sub-sections and like the or of is not capitalized unless it is the first word of the for should be in Arial 9-point italic with initial letters capitalized (Heading 3). Captions should be Times New Roman 9-point bold (Caption Style in this template file). They should be numbered (e.g, Table1or Figure 2), centered and placed beneath the figure or table. Please note that the words Figure and Table should be spelled out (e.g, Figure rather than Fig.) wherever they occur.
The proceedings will be made available online, thus color figures are possible. However, you are advised to refrain from using colors to deliver important information in your figures - not everyone has access to color printers.
Inserting MS Word generates PDF files when images inserted into the document are manipulated in MS Word. To minimize this problem, use an image editing tool to resize the image at the appropriate printing resolution (usually 300 dpi), and then insert the image into Word using Insert | Picture | From File.
As indicated in Figure1,using tables to hold places can work very well in Word. If you want to copyafigure from another application (such as PowerPoint) and then paste to the place where you want your figure to be, make sure that (1) the figure stays in the position, and (2) it does not take up too much space. You can ensure the former by double clicking the figure, then go to Layout tab, and select In line with text. To ensure the latter, use Paste Special, then select Picture. You can resize the figure to your desired size once it is pasted.
Table in the text can work well. See Table1below. The text of tables will format better if you use the special Table Text style (in this template file). If you do not use this style, then you may want to adjust the vertical spacing of the text in the tables. (In Word, use Format | Paragraph and then the Line and Page Breaks tab. Generally, text in each field ofatable will look better if it has equal amounts of spacing above and below it, as in Table 1.)LANGUAGE, STYLE AND CONTENTWith regard to spelling and punctuation, you may use any dialect of English (e.g, British, Canadian, US, etc.) provided this is done consistently. Hyphenation is optional. Since this year the meeting is in the US it would be nice to the US dictionary but we will not enforce that.
To ensure suitability for an international audience, please pay attention to the following:・Write style.
・Try to avoid long or complex sentence structures.
・Briefly define or explain all technical terms that may be unfamiliar to readers.
・Explain local references (e.g, not everyone knows all city names inaparticular country).
ASetting BTable1.A Very Nice TablePAGE NUMBERING, HEADERS AND FOOTERSPlease submit your final version with the pre-defined header and footer. Insert your name (only the first authors last name, and use et al. after that if the paper has more than one author) andashort title of your paper in the header. Leave the footer untouched. Page numbering is already part of this template and should be left in that format.
CONCLUSIONIt is important that you write for the general audience. It is also important that your work is presented fashion, which is what this guideline is intended to help you with. By adhering to the guideline, you also help the workshop organizers tremendously in reducing our workload and ensuring impressive presentation of your workshop paper.
